Union Minister Giriraj Singh has stated that the Bhu-Aadhaar project, also known as the Unique Land Parcel Identification Number (ULPIN), will bring economic and social prosperity by promoting transparency in land dealings. This project implemented by the Department of Land Resources will become the world’s largest database on land ownership. Speaking at the ‘Bhumi Samvaad – IV: National Conference on Digitizing and Geo-referencing India with Bhu-Aadhaar (ULPIN)’ in New Delhi, Singh said that Bhu-Aadhaar will revolutionize governance and help mitigate the large number of court cases involving land disputes, which results in a GDP loss of about 1.3%.
Singh further mentioned that Prime Minister Narendra Modi has been committed to using technology to take every scheme towards saturation, citing the JAM trinity and the 100% wages paid to MGNREGA beneficiaries through Direct Benefit Transfer (DBT) as examples. He also highlighted India’s position as a leader in digitization, with over 130 crore Aadhaar cards, crores of UPI transactions, 125 crore mobile phone users, and 85 crore internet users.
Secretary of the Department of Land Resources, Ajay Tirkey, stated that Bhu-Aadhaar is 94% complete in terms of computerization of land registrations, with 9 crore land parcels already having Bhu-Aadhaar. In the near future, transliteration of land records will be available in 22 languages, making it more accessible to citizens. Bhu-Aadhaar is a step towards achieving the government’s agenda of Citizen-Centric Governance and target of making India a $5 Trillion economy.
Tirkey also emphasized that Bhu-Aadhaar, when integrated with various governmental platforms, will benefit all sectors of the national economy, including the social sector, infrastructure, energy, defence, and space sector. The Secretary has stated that Bhu-Aadhaar has been in the implementation process in the rest 9 states, except Meghalaya due to its tradition of community land ownership. The Department aims to covers 100% of land records under Bhu-Aadhaar by March’2024. The ‘National Conference – Bhumi Samvaad IV’ organized on the theme of “Digitizing and Geo-Referencing India with Bhu-Aadhaar (ULPIN)” and had sessions on various topics related to Bhu-Aadhaar.
